Rachel West is the director of research for the Poverty to Prosperity Program at the Center for American Progress. Previously, she was an economic policy researcher at the Institute for Research on Labor and Employment at the University of California, Berkeley, where her work focused on minimum-wage policy and public assistance programs. She began her career as an economist at the U.S. Department of Transportation.

Brian Riedl is a senior fellow at the Manhattan Institute and a member of Economics21. Previously, he served as chief economist to Senator Rob Portman and for the Senate Finance Subcommittee on Fiscal Responsibility and Economic Growth. He also served as a director of budget and spending policy for Marco Rubio’s presidential campaign and was the lead architect of the 10-year deficit-reduction plan for Mitt Romney’s presidential campaign.
