President Obama is electing officials to work for the White House who are each in charge of a special government project, such as automotive industry reform, energy policy, environmental and climate change policies, war on drugs, etc. The issue is that each of these "czars" is being elected straight through President Obama and cannot be vetted by Congress since Congress has no right to oversee the development projects the "czars" work on.
Question: Is the concept of czars an attempt to circumvent congressional oversight?
