Gracia Hillman is vice president for external affairs at Howard University in Washington, D.C. She served as chair of the U.S. Election Assistance Commission, president and CEO of WorldSpace Foundation, senior coordinator for international women’s issues at the U.S. Department of State, and executive director of the League of Women Voters of the U.S. Congressional Black Caucus Foundation and National Coalition on Black Voter Participation. She is also a member of the National Association of Parliamentarians.

Ilya Shapiro is a senior fellow in constitutional studies at the Cato Institute and editor-in-chief of the Cato Supreme Court Review. He is the co-author of Religious Liberties for Corporations? Hobby Lobby, the Affordable Care Act, and the Constitution (2014). As coordinator of Cato’s amicus brief program, he has filed more than 300 “friend of the court” briefs in the Supreme Court. He clerked for Judge E. Grady Jolly of the U.S. Court of Appeals for the Fifth Circuit.
