James T. Bennett, PhD, is an Eminent Scholar at George Mason University. He holds the William P. Snavely Chair of Political Economy and Public Policy in the Department of Economics and is director of the John M. Olin Institute for Employment Practice and Policy. He has specialized in research related to public policy issues, the economics of government and bureaucracy, labor unions, and health charities. He is founder and editor of the Journal of Labor Research and has published more than 60 articles in professional journals such as the American Economic Review, Review of Economics and Statistics, Policy Review, Public Choice, and the Cato Journal.

James A. Leach is Chair in Public Affairs, Visiting Professor of Law, and Senior Scholar at the University of Iowa College of Law. He is former chairman of the National Endowment for the Humanities. He served for 30 years as a representative in Congress, after which he was a professor at the Woodrow Wilson School at Princeton University and interim director of the Institute of Politics and lecturer at the John F. Kennedy School of Government at Harvard University. He is the recipient of numerous awards and has served on the board of several public companies and nonprofit organizations, including the Century Foundation, the Carnegie Endowment for International Peace, the Kettering Foundation, Pro Publica, and Common Cause, which he chaired.
